The engineer I used to carry out the remedial is qualified why can't the issue a pass certificate without coming back to the property?
The engineer has to sign off the work under his registered scheme (gas safe, niceic, etc) and would be risking his license without being onsite to visually inspecting the work done by a third party. before signing it off under his name.
